By its Order No. 2789 of 17 August 2017, the Ministry of Industry and Trade of the Russian Federation confirmed the inclusion of the Tatarstan Construction Cluster (initiated by Suvar Development) and the Cluster of Construction Technologies and Materials (initiated by Ak Bars Development) on the Federal Register of Industrial Clusters.

Inclusion of the construction clusters on the federal register allows the cluster participants to reimburse up to 50% of their costs associated with the implementation of cooperative (cluster) investment projects aimed at import substitution.

To date, experts from the Ministry of Industry and Trade have been considering applications for the inclusion of three more industrial clusters from Tatarstan on the federal register.

It should be added that the cluster is an association of industrial enterprises with functional and territorial ties, conducting activities in the related industry. The economic effect of creating a cluster suggests strengthening the relations between product manufacturers, increasing the total added value, improving the quality of products, and enhancing a positive impact on the regional economy.
